Oh, good luck for your Friend. Now he gets kontact to the german bureaucracy.
The fees for the plates were between 33 and 44 Euro. The plates themselves costs about 20 Euro.
But notice:
I advice you to kontact the local department of motor vehicles, in Germany called: "Strassenverkehrsamt" of the City, where you want to buy the car. Unfortunately the costs and the regulations differs from federal state to fedaral state. In cologne for example i know, that you must demonstrate the car to the "Strassenverkehrsamt" (only possible with date) to get the plates.
The plates you need were called "Ausfuhrkennzeichen", maybe you can inform via internet or google.
